የአስቸኳይ ጊዜ አዋጁ ማስፈፀሚያ ደንብ ይፋ ሆነ

የኮቪድ 19 ወረርሽኝ ስርጭትን ለመከላከል፣ ለመቆጣጠርና የሚያስከትለውን ጉዳት ለመቀነስ የወጣው የአስቸኳይ ጊዜ አዋጅ ማስፈፀሚያ ደንብን የፌዴራል ጠቅላይ አቃቤ ህግ ይፋ አደረገ።

በሚኒስትሮች ምክር ቤት የወጣው ረቂቅ አዋጅ ትናንት በህዝብ ተወካዮች ምክር ቤት መፅጽደቁ ይታወቃል።

የፌዴራል ጠቅላይ አቃቤ ህግ ወይዘሮ አዳነች አቤቤ የአዋጁን ማስፈፀሚያ ደንብ አጠቃላይ ይዘት በሚመለከት ዛሬ ማብራሪያ ሰጥተዋል።

በህገ መንግስቱ አንቀፅ 93 ንኡስ ቁጥር 4 መሰረት የሚኒስትሮች ምክር ቤት የአስቸኳይ ጊዜ አዋጅ ማስፈፀሚያ ደንብ ማውጣት እንዳለበት ይደነግጋል።

በዚህም መሰረት የሚኒስትሮች ምክር ቤት ያወጣውን ማስፈፀሚያ ደንብ አጠቃላይ ዝርዝር በሚመለከት ወይዘሮ አዳነች አብራርተዋል።

ማስፈፀሚያ ደንቡ አጠቃላይ አራት ዋና ዋና ከፍሎች ያሉት ሲሆን ይሄውም ክልከላን የሚያስቀምጥ፣ ግደታዎችን የሚጥል፣ የአስፈፃሚ አካላትን ክንውን እንዲሁም ልዩ ልዩ ድንጋጌዎችን የያዘ መሆኑ ተጠቅሷል።

ክልከላን በሚመለከት ማንኛውም ሃይማኖታዊ ይሁን ፖለቲካዊ ስብሰባዎች፣ እድር፣ ደቦ፣ እቁብና ሌሎችም ከ4 ሰው በላይ ስብሰባዎች ክልክል ናቸው።

አራት ሰዎችም ቢሆኑ ሁለት የአዋቂ ሰው እርምጃ የጠበቀ መሆን እንዳለበት አቃቤ ህጓ አብራርተዋል።

ቀብርና ሌሎች አስፈላጊ ጉዳዮች ሲኖሩ ግን እየታዩ ሊፈቀዱ የሚችሉበት አሰራር መኖሩን ጠቁመዋል።

ታራሚዎች ከጠበቆቻቸው ጋር አስፈላጊው ጥንቃቄ ተደርጎ እንዲገናኙ የሚፈቀድ ቢሆንም ጥየቃ ለሚሄዱ ሰዎች የማይፈቀድ መሆኑ ተገልጿል።

በፖሊስ የተያዙ እስረኞችንም ስንቅ ከማቀበል በስተቀር መገናኘት የተከለከለ መሆኑን አስረድተዋል።

በድንበር አካባቢ ከካርጎ፣ የደረቅና ፈሳሽ ጭነት አገልግሎቶች በስተቀር ሌሎች እንቅስቃሴዎች ዝግ ተደርገዋል።

የቤት ተከራዮች በራሳቸው ፍላጎት ካልወጡ በስተቀር ማስወጣትና ኪራይም መጨመር በአስቸኳይ ጊዜ አዋጁ ተከልክሏል።

ሰራተኞችን መቀነስና የስራ ቅጥር ውል ማቋረጥም መከልከሉን ወይዘሮ አዳነች አብራርተዋል።

በዚህ ደንብ መሰረት ተማሪዎችና መምህራን በኦን ላይን ካልሆነ በአካል እንዲገናኙ አይፈቀድም።

ስፖርታዊ ጨዋታዎች፣ የህፃናትም ይሁን የሌሎች መጫወቻ ስፍራዎች እንዲሁም የእጅ መጨባበጥ ሰላምታ የተከለከለ ነው።

በትራንስፖርት ዘርፍም አገር አቋራጭ ካለው ወንበር ከ50 በመቶ በላይ ተሳፋሪ መጫን የተከለከለ ነው፡፡

FM Gedu, Heads of Ethiopian Missions hold Virtual Summit over COVID-19

Minister of the Foreign Affairs of Ethiopia, H.E. Gedu Andargachew today (April 11) held a video teleconference with Ethiopian heads of missions in Europe, the Middle East and the Americas.

The meeting deliberated upon ways to coordinate the missions’ efforts in gathering support from governments, non-governmental organizations and members of the Ethiopian Diaspora to the fight of the COVID-19 pandemic at home.

Mr. Gedu briefed the Ambassadors and Heads of missions about some of the key measures the Government is undertaking to curb the spread and minimize the effects of the scourge.

The minister also highly appreciated the Embassies and Ethiopians in the Diaspora for their commendable success registered so far in mobilizing resources to fight the pandemic in Ethiopia.

PM Commends WHO for Providing Collective Leadership by Example

Prime Minister Abiy Ahmed had a telephone conversation with World Health Organization (WHO) Director-General Dr. Tedros Adhanom in which he commended the organization for providing collective leadership by example.
The premier thanked the director-general for the updates on COVID-19, and the work WHO is doing globally to mitigate the spread of the virus.

Abiy further said, “Our phone conversation yesterday further affirmed that indeed this precarious period requires collective leadership more than ever. And you are leading by example.”

Ethiopia Registers Nine More COVID-19 Cases

The Ministry of Health has registered nine new cases of coronavirus (COVID-19) out of the 442 samples that were tested over the past 24 hours.

This brings the total COVID-19 cases in Ethiopia to 65.

Seven of the nine confirmed cases are Ethiopians. The other two cases are Indian and Eritrean nationals.

All are individuals who have returned home from abroad and placed under a mandatory 14-day quarantine.

The country has so far registered two deaths and four recoveries from the virus.

According to the latest figures from Johns Hopkins University, more than 1.6 million cases of coronavirus have been registered globally.

Close to 96,000 people have died and more than 356,000 have recovered from the virus.

PM Holds Talks With Sudan’s Sovereign Council Chairman

Prime Minister Dr Abiy Ahmed has held phone talks with Lt. Gen. Abdel Fattah Abdelrahman Burhan, Chairman of the Sovereign Council of Sudan.

“We discussed working closely together to address COVID19 challenges; strengthening economic ties to overcome this difficult period; and championing the lifting of sanctions placed on Sudan,” said the Prime Minister on Twitter.

በተለያዩ አገሮች ከሚገኙ የኢትዮጵያ ሚሲዮኖችና ዳያስፖራ ማህበረሰብ ከ18 ሚሊዮን ብር በላይ የገንዘብ ድጋፍ መሰብሰቡን የውጭ አገሮች ድጋፍ አሰባሳቢ ኮሚቴ አስታወቀ።

ዓለምን ለሁለንተናዊ ቀውስ እየዳረገ ባለው የኮሮናቫይረስ (ኮቪድ-19) ሉላዊ ወረርሽኝ የሚያስከትለውን ጫና ለመቋቋም አገሮች የተቻላቸውን ሁሉ ጥረት በማድረግ ላይ ናቸው።

ኢትዮጵያም በውጭና በአገር ውስጥ ያሉ ዜጎችን የተባበረ ክንድ በመሻት ብሔራዊ የኮሮናቫይረስ መከላከል የሀብት አሰባሳቢ ግብረኃይል በማቋቋም ወደ ስራ ከገባች ሰነባብታለች።

በአገር ውስጥም ሆነ በውጭ ያሉ ኢትዮጵያዊያንም የተቻላቸውን እጃቸውን በመዘረጋት ላይ ሲሆኑ በውጭ የሚገኘውን ድጋፍ የሚያሰባስበው የግብረሃይሉ አንዱ ክንፍ ነው።

የውጭ አገራት ድጋፍ አሰባሳቢ ኮሚቴ ሰብሳቢ የሆኑት የውጭ ጉዳይ ሚኒስር ዴኤታ አምባሳደር ብርቱካን አያኖ ማምሻውን ለኢዜአ በሰጡት መግለጫ፤ ኮሚቴው በየክፍላተ ዓለም ከሚገኙ ሚሲዮኖችና የዳያስፖራ ማህበረሰብ በፍላጎት ላይ የተመሰረተ ድጋፍ የማሰባሰብ ተግባር ላለፉት 15 ቀናት አከናውኗል።

በዚህም ኮሚቴው በሚሲዮኖች የአደራ ሂሳብ ቁጥር፣ በባንኮች ሬሚታንስ፣ በኢትዮ ቴሌኮም ድጋፍ ማሰባሰቢያ ፕላትፎርም የተዘጋጁ ሲሆን በዚህም በየአገሮች የሚገኙ 60 ሚሲዮኖች ሰራተኞችና የዳያስፖራ አባላት በገንዘብ፣ በአይነትና በሙያ ሁለንተናዊ ድጋፍ እያደረጉ መሆኑን ጠቅሰዋል።

የዳያስፖራ ማህበረሰቡ ከዚህ በፊት በተለያየ አገራዊ የልማት ስራዎችና የአደጋ ጊዜ አለኝታ ሆኖ መቆየቱን የገለጹት አምባሳደር ብርቱካን፤ ”የወቅቱን ድጋፍ ለየት የሚያደርገው ወረርሽኙ ዓለም አቀፋዊ ቢሆንም ዳያስፖራው ከራሱ አልፎ ወገኑን የማስቀደም ተግባር ላይ መሰማራቱ ነው” ብለዋል።

በዚህም እስካሁን በተደረገው እንቅስቃሴ የውጭ ጉዳይ ሚኒስቴር ሰራተኞችን ጨምሮ ከ60 ሚሲዮን ሃላፊዎችና ሰራተኞች ከ3 ነጥብ 9 ሚሊዮን ብር በላይ መሰብሰብ ተችሏል።

በተለያዩ አገሮች ከሚገኙ የኢትዮጵያ ዳያስፖራ ማህበረሰብ አባላት በድምሩ 14 ነጥብ 2 ሚሊዮን ብር በላይ ተሰብስቧል።

ከነዚህም መካከል ከአቡዳቢ 2 ሚሊዮን፣ ከዱባይ 1 ነጥብ 3 ሚሊዮን፣ ከቤጂንግ 1 ነጥብ 4 ሚሊዮን፣ ከካናዳ ኦታዋ 1 ሚሊዮን እንዲሁም ከስዊዘርላንድና ኦስትሪያ 1 ነጥብ 3 ሚሊዮን ብር በላይ ድጋፍ ተገኝቷል።

”በዚህም በድምሩ 18 ነጥብ 2 ሚሊዮን ብር ድጋፍ የተገኘ ሲሆን ሁሉም በኮሚቴው እጅ የገባ ድጋፍ ነው” ብለዋል።

በሌላ በኩል ኢትዮ-ቴሌኮም ባመቻቸው ኢትዮሬሚት የተሰኘ የገንዘብ ማሰባሰቢያ ስርዓት ከ302 ሺህ 587 ብር በላይ እንደተሰበሰበ ጠቁመዋል።

በሌላ በኩል ከዳያስፖራ ትረስት ፈንድ አባላት በኢትዮጵያ ብር ሲመነዘር ከ32 ሚሊዮን የሚገመት ድጋፍ ለማሰባሰብ ከሰሞኑ ቃል መግባታቸውን ገልጸዋል።

ኮሚቴው ባይረከብም በዋሽንግተን በኢንተርኔት ገንዘብ ማሰባሰቢያ ስልት ‘ጎፈንድሚ’ አማካኝነት 27 ሚሊዮን ብር የሚገመት ገንዘብ እንደተሰበሰበ መመልከታቸውን ገልጸዋል።

የዳያስፖራ አባላቱ በገንዘብ ብቻ ሳይሆን በተለያዩ የህክምና መሳሪያዎችና ቁሳቁሶች በአይነት ድጋፍ በሚሲዮኖች በኩል እያደረጉ መሆኑን ጠቅሰዋል።

በዚህም ከፓሪስ፣ ፍራንክፈርት፣ ስዊዘርላንድ፣ ኒው ደልሂ፣ ዱባይ፣ ሎስአንጀለስ፣ ቻይና፣ ጆሀንስበርግ፣ ዋሽንግተን የተለያየ የቁሳቁስ ድጋፍ መገኘቱን ገልጸዋል።

ከድጋፎች መካከልም የንጽህና መጠበቂያ ቁሳቁስ፣ መድሃኒት፣ የእጅ ጓንት፣ የአፍና አፍንጫ መሸፈኛ ጭንብል፣ የሙቀት መለኪያ መሳሪያና የሆስፒታል አልጋዎች ይገኙበታል።

እንዲሁም በኢትዮጵያ የሚገኝ ቤታቸውን መንግስት በሽታውን ለመከላከል ለማንኛውም አገልግሎት እንዲጠቀምበት የለገሱ ኢትዮጵያዊያንም መኖራቸው ተገልጿል።

ለአብነትም በፍራንክፈርት ነዋሪ የሆኑት አቶ ብሩክ ወልዴ ዓለምገና ከተማ የሚገኝ ባለ18 መኝታ ክፍል ፔንሲዮን ለግሰዋል።

የሎስአንጀለስ ነዋሪ የሆኑት አቶ ታሪኩ ክፍሌና ባለቤታቸው ወይዘሮ ፍሬህይወት ጥጉ ሰበታ ከተማ የሚገኝ ህንጻ አበርክተዋል።

ጆሃንስበርግ የሚኖሩት አቶ ዳግማዊ መኮንንና ባለቤታቸው ሕይወት አየነው አዲስ አበባ የሚገኝ ሆቴል ሲለግሱ የአብሲኒያ አየር መንገድ ባለቤት አቶ ሰለሞን ግዛው ለአደጋ ጊዜ ነጻ የሄሊኮፕተር በረራ አገልግሎት ለመስጠት ቃል ገብተዋል።

ለችግር ጊዜ ለወገናቸው ለቆሙ ኢትዮጵያዊያን ምስጋና ያቀረቡት አምባሳደር ብርቱካን፤ በየአገሮቹ ካለው የዳያስፖራ መጠን አንጻር አሁንም ድጋፉን አጠናክረው እንዲቀጥሉ ጥሪ አቅርበዋል።

ወቅቱ ከማንኛውም አመለካከት በላይ መተሳሰብን በተግባር ማረጋገጥ የሚያስፈለግበት በመሆኑ በውጭም በአገር ውስጥም ያሉ ኢትዮጵያዊያን ይህን ክፉ ጊዜ በመተባበር ማለፍ አለብን ሲሉ ጠይቀዋል።

Office of the Prime Minister Gives Clarification Statement on the State of Emergency

Billene Seyoum, from the Press Secretariat Unit of the Prime Minister Office of Ethiopia, today (April 09) gave a short video briefing aiming at providing context and clarity on the declaration of the State of Emergency that was declared by the Council of Ministers yesterday (April 08).

According to Billene, since the announcement yesterday there have been various speculations surrounding the decree which require some clarification.

In her attempt to clarify the major points, she said: “There are a lot of shifting variables and dynamics that the health crisis introduces which cannot be treated and addressed under a blanket state of emergency which is a uniform over time. Therefore, the announcement of a state of emergency yesterday is a decree to prepare the foundation for subsequent binding regulations that will be set by the federal government assessing these various shifting trends and dynamics that the virus will entail.”

According to the statement, the key characteristics of the state of emergency will include
1. The impositions are subject to vary
2. The impositions are binding on all Ethiopians and non-Ethiopians that are dwelling in the country
3. The scope of impositions can change from geographic location to geographic location depending on the severity of the threat
4. The imposition can change over time depending on the threat level assessments
5. The imposition can contract and expand within the five-month duration depending on the consistent threat level assessments that the federal government is undertaking.

ADB unveils 10 bn USD response facility to curb COVID-19

The African Development Bank Group unveils 10 billion USD for the creation of COVID-19 Response Facility to assist regional member countries in fighting the pandemic.

In a press release, AfDB revealed that the facility is the latest measure taken by the Bank to respond to the pandemic and will be the institution’s primary channel for its efforts to address the crisis.

President of the AfDB, Akinwumi Adesina said the package took into account the fiscal challenges that many African countries are facing.

“Africa is facing enormous fiscal challenges to respond to the coronavirus pandemic effectively,” he said.

He noted that the AfDB is deploying its full weight of emergency response support to assist Africa at this critical time.

“We must protect lives; this Facility will help African countries to fast-track their efforts to contain the rapid spread of COVID-19,” he added.

The Facility entails 5.5 billion USD for sovereign operations in African Development Bank countries, and 3.1 billion USD for sovereign and regional operations for countries under the African Development Fund, the Bank Group’s concessional arm that caters to fragile countries.

An additional 1.35 billion USD will be devoted to private sector operations, he mentioned.

“These are extraordinary times, and we must take bold and decisive actions to save and protect millions of lives in Africa. We are in a race to save lives. No country will be left behind,” Adesina said.

African Leaders, Including President Sahle-Work, Back WHO

 

Ethiopia’s President Sahle-Work Zewde has joined the chorus of support for WHO Director General, Dr Tedros Adhanom.

“WHO under Dr Tedros effective leadership, are delivering on their mandate at a time we need them most. Let’s give them the space,” she tweeted.

Her remarks came following the US government’s accusation of WHO of being biased in favour of China in response to the coronavirus (COVID-19) pandemic.

“Our global priority is to save lives. COVID-19 is killing many. We must support and protect the most vulnerable. Now is not the time for blame game,” President Sahle-Work said.

Several African leaders also rejected the criticism by the US president on the UN health agency.

The presidents of Rwanda, South Africa, Nigeria and Namibia, along with Chairperson of the African Union Commission and the UN Secretary General rallied in support of WHO.

“Surprised to learn of a campaign by the U.S. government against WHO’s global leadership,” said a tweet by Moussa Faki Mahamat, Chairperson of the African Union Commission.

He said the African Union fully supports the WHO and its Director-General. “The focus should remain on collectively fighting COVID-19 as a united global community. The time for accountability will come.”

Later he added: “I certainly do not imply that it is WHO or Dr. Tedros that need to account in this regard.”

Rwandan President Paul Kagame tweeted that he totally agreed with the African Union leader. He said Dr. Tedros had the “full confidence and support of Africa.” He added: “Save us [from] too much politics, Africa does not need it.”

South African President Cyril Ramaphosa said in a tweet that the WHO is providing “exceptional” and “incalculable” leadership, adding that international solidarity is “the most potent weapon” against the pandemic.

Namibian President Hage Geingob added his support for the WHO and Dr. Tedros. “Global solidarity has become critical,” he said on Twitter. “Let’s hold hands in this crucial moment and focus on what matters, saving lives.”

United Nations Secretary-General Antonio Guterres also expressed his support for the WHO, calling it “absolutely critical” to the war against the coronavirus.

He said the WHO’s response can be debated after the pandemic is over. “Now is not that time. Now is the time for unity.”

Commenting on the accusation by the US government, Dr Tedros said “For us small and big is the same. For us people in the North or in the South, East or West are the same”.

Dr Tedros said he has been targeted with racist attacks and death threats as the agency became embroiled in an increasingly polarized and heated political environment worldwide.

He said the personal attacks on him began more than two months ago. “Abuse, or racist comments, giving me names, black or Negro … even death threats.”

He called for a “quarantine” on divisive political attacks on the novel coronavirus response. “If you don’t want many more body bags, then you refrain from politicizing it,” he said.

He called for global solidarity, warning the world’s countries that they would be “playing with fire” if they try to exploit the pandemic for political purposes.

“If you don’t believe in unity, please prepare for the worst to come.”
