The Trilateral Ministerial Technical Meeting is concluded
The Trilateral Ministerial Technical meeting of the Ministers of Water Affairs of Ethiopia, Egypt and Sudan on GERD is concluded today (9 January 2020).
The trilateral Ministers of Water Affairs on the filling and operation of the GERD convened for the fourth time since the meeting held in Washington DC on 06 November 2019.
The Ministerial technical meeting is held as per the direction of the heads of governments of the three countries in their meeting in Addis Ababa on 10 February 2019 for the Ministers of Water Affairs to hold technical discussions and come up with scenarios on the filling and operation of the GERD.
The meeting was also attended by the observers
Although the meeting was expected to be concluded by reaching an understanding on outstanding issues relating to filling and operation of the GERD, including on the volume of minimum release from GERD and cooperation during drought and prolonged drought, an agreement is not reached on any of the issues.
Ethiopia has proposed a filling plan that is stage-based and will take from 4 – 7 years depending on the inflow at the GERD.
It also proposed to take mitigation measures in the incidence of drought or prolonged drought during filling and operation of the Dam.
These proposals allow the prevention of significant harm on the downstream countries and have taken into account the proposals of Egypt and Sudan.
However, the insistence by the delegation of Egypt to have its entire proposal accepted has prohibited reaching an agreement.
At the meeting, Egypt presented its own version of a filling plan.
Egypt’s proposal will make the Dam be filled in 12 – 21 years’ time and obliges Ethiopia to compensate the “cumulative deficit” for the water it uses for Dam filling.
However, considering Ethiopia applies drought mitigation strategies at all stages of filling, the concept of “cumulative deficit” does not exist.
Egypt’s proposal also assumes natural flow on the Blue Nile River, which zeroes all abstractions including the existing water development projects Ethiopia built for the past 50 years on the Blue Nile.
This is tantamount to denying Ethiopia`s not only future but also existing rights to use its Nile Waters.
Whereas, Ethiopia posited the justified position that the filling and operation will be based on the inflow at GERD site.
The principle of natural flow is non-cooperative and deprives Ethiopia of its just and sovereign right to use its natural resource.
Egypt’s proposal reinforces the country`s self-claimed sole ownership of the Nile waters that Egypt seeks to preserve.
This inflexible position contravenes the principles of equitable and reasonable utilization and lacks spirit of cooperation.
These fundamental principles together with the obligation not to cause significant harm are enshrined under the Declaration of Principles (DoP) that the three Countries have signed in March 2015.
As using the Nile is a matter of survival for Ethiopia, it will continue its efforts to preserve its rights to use the water to meet the needs of its existing and future generations.
Ethiopia rejects any direct or indirect attempt to make it accept unjust and inequitable colonial or other “treaties” in which it is not a Party and that allocates zero water out of its contribution of 77Billion Cubic meters.
In its engagements with Egypt and Sudan, Ethiopia will continue its effort based on brotherhood, good faith, and cooperation to make the GERD an example for cooperation and integrated development.
All matters relating to filling and operation of the GERD are sufficiently discussed based on scientific evidence.
The Countries have convergence on considerable number of technical issues on filling and operation of the Dam.
Ethiopia is of the view that the ministerial technical meetings demonstrated the actual opportunity for reaching an agreement among the countries themselves if all the countries acted in good faith and spirit of cooperation.
In the next step, the water Affairs Ministers will report to the Heads of Governments of the three countries that will give direction on the way forward.
On 13 January 2020 the Foreign Affairs and Water Affairs Ministers of the three Countries will meet in Washington.
The meeting will be an opportunity to review progress of the technical discussion.
የኢትዮጵያ፣ ሱዳን እና ግብጽ የውሃ ጉዳይ ሚኒስትሮች በታላቁ የሕዳሴ ግድብ ሙሌት እና ውሃ አለቃቅ ላይ ያካሄዱት የቴክኒክ ስብሰባ ተጠናቀቀ
በታላቁ የኢትዮጵያ የህዳሴ ግድብ ሙሌት እና የውሃ አለቃቅ ላይ ለሁለት ቀናት በአደስ አበባ ሲካሄድ የቆየው የውሃ ሚኒስትሮች ቴክኒካል ስብሰባ ዛሬ ታህስስ 30 ቀን 2012 ዓም ተጠናቋል፡፡
ስብሰባው የውሃ ሚኒስትሮቹ እ.ኤ.አ ከኖቬምበር 06 ቀን 2019 ወዲህ የተደረገ አራተኛ የሚኒስትሮች ቴክኒካል ስብሰባ ነው፡፡ ስብሰባዎቹ የሶስቱ ሀገራት መሪዎች እ.ኤ.አ 10 ፌብሩዋሪ 2019 አዲስ አበባ ባካሄዱት ስብሰባ የውሃ ጉዳይ ሚኒስትሮቻቸው የቴክኒክ ምክክሮችን በማድረግ በህዳሴ ግድብ ሙሌት እና አለቃቀቅ ጉዳይ ላይ አማራጭ ሃሳቦችን እንዲያቀርቡ በሰጡት መመሪያ መሰረት የተከናወነ የመጨረሻው ስብሰባ ነው፡፡
በስብሳባው የዝቅተኛ ውሃ አለቃቅ መጠን እና የድርቅ እና የተራዘመ ድርቅ ወቅት የሚኖረውን ትብብር ጨምሮ የታላቁ የኢትዮጵያ ህዳሴ ግድብ የውሃ አሞላል እና አለቃቀቅን የሚመለከቱ ቀሪ ጉዳዮች ላይ መግባባት ላይ ይደረሳል ተብሎ የተጠበቀ ቢሆንም ስብሰባው ያለስምምነት ተጠናቋል፡፡
ኢትዮጵያ ወንዙ በግድቡ ስፍራ እንደሚኖረው ዓመታዊ የፍሰት መጠን ከ4 – 7 አመታትን በሚወስድ የሙሌት ደረጃ ግድቡን ለመሙላት፣ በሙሌት እንዲሁም ግድቡ ሙሌት አጠናቆ ስራ ከጀመረ በኋላም ድርቅ ከተከሰተ የማቃለያ እርምጃዎችን ለመውሰድ ሃሳቦችን አቅርባለች፡፡
እነዚህ ሃሳቦች የታችኛው ሀገራት ላይ ጉልህ ጉዳት እዳይደርስ የሚያስችሉ እንዲሁም ግብጽ እና ሱዳን ያቀረቧቸውን ሃሳቦች ያካተቱ ቢሆንም የግብጽ ወገን ያቀረብኩት ሃሳብ በሙሉ ተግባራዊ ካልሆነ የሚል አቋሙን ሳይንሳዊ ማስረጃ ቢቀርብለትም ሊቀበል ባለመቻሉ የቴክኒክ ውይይቱ ያለስምምነት ተጠናቋል፡፡
የግብጽ ወገን በዚህ ስብሰባ ያቀረበው ሃሳብ ኢትዮጵያ ከ12 – 21 አመታት ውስጥ ግድቡን እንድትሞላ እንዲሁም ከመጀመሪያው ሙሌት በኋላ ኢትዮጵያ ለምትጠቀመው ውሃ ለግብጽ የተጠራቀመ የውሃ ጉድለት ማካካሻ እንድትሰጥ የሚያስገድድ ነው፡፡ የኢትዮጵያ የግድብ አሞላል እና አለቃቀቅ ዕቅድ ድርቅን ከግምት ያስገባ ሆኖ እያለ የተጠራቀመ የውሃ ጉድለት የሚል ሃሳብ መነሳቱ ተገቢ አይደለም፡፡ በተጨማሪም የግብጽ ሃሳብ በናይል ወንዝ ላይ ተፈጥሯዊ ወይም ምንም ዓይነት የውሃ ልማት ያልተገነባበት ፍሰት እንዳለ የሚገምት እና ኢትዮጵያ ላለፉት 50 ዓመታት በላይ በጥቁር አባይ ወንዝ ላይ የሰራቻቸው የውሃ ልማት ስራዎች እንዳልተገነቡ የሚቆጥር ወይም እውቅና የሚነፍግ ነው፡፡
የግብጽ ሃሳብ ግብጽ በተፋሰሱ ላይ አለኝ የምትለውን የብቸኛ የውሃ ባለቤትነት ለማስጠበቅ የሚጥር ነው፡፡ ይህ አቋም በርትዕ እና ምክንያታዊነት ላይ የተመሰረተ የውሃ አጠቃቀም እና በትብብር መስራት መርሆዎችን የሚጥስ ነው፡፡ እነዚህ እንዲሁም ጉልህ ጉዳት ያለማድረስ መሰረታዊ መርህ ግብጽ፣ ሱዳን እና ሀገራችን በመሪዎች ደረጃ መጋቢት 2007 ዓ.ም ላይ በካርቱም በፈረሙት በታላቁ የኢትዮጵያ ህዳሴ ግድብ የመርሆዎች መግለጫ ስምምነት ውስጥ የተካተቱ መሆናቸው ይታወቃል፡፡
የአባይ/ናይል ወንዝ አጠቃቀም ለኢትዮጵያ የህልውና ጉዳይ በመሆኑ ኢትዮጵያ በናይል ወንዝ የመጠቀም ሉዓላዊ መብቷን የማስከበርና የነባሩን እንዲሁም የመጪውን ትውልዶች የመጠቀም መብት የማረጋገጥ ጥረቷን አጠናክራ ትቀጥልበታለች፡፡ ኢትዮጵያ በናይል ወንዝ ላይ ለተፈረሙ እና አባል ላልሆነችባቸው የቅኝ ግዛት እና ድህረ ቅኝ ግዛት ኢፍትሐዊ እና አግላይ እንዲሁም ለናይል ወንዝ 77 ቢሊየን ሜትር ኪዩብ ውሃ ለምታዋጣው ኢትዮጵያ 0 ድርሻ ለሚሰጡ “ውሎች” እውቅና እንድትሰጥ የሚደረጉ ሙከራዎችን አትቀበልም፡፡ በተጨማሪም ሀገራችን ከተፋሰሱ ሀገራት ጋር በምታደርገው ውይይት የታላቁ የኢትዮጵያ ህዳሴ ግድብ የትብብር እና የጋራ ልማት ምሳሌ እንዲሆን በወንድማማችነት፣ በቅን ልቦና እና በመተባበር መንፈስ ጥረቷን ትቀጥላለች፡፡
በቀጣይ የውሃ ሚኒስትሮቹ የተስማሙባቸው እና ልዩነት የተመዘገበባቸው ጉዳዮች ተለይተው ለመሪዎች የሚቀርቡ ሲሆን መሪዎች ስለቀጣይ እርምጃ አቅጣጫ እንደሚያስቀምጡ ይጠበቃል፡፡
የታላቁ ህዳሴ ግድብን የውሃ አሞላል እና አለቃቀቅ የሚመለከቱ ሁሉም ቴክኒካዊ ጉዳዮች በሳይንሳዊ መረጃ ላይ የተመሰረተ ውይይት ተደርጎባቸዋል፡፡ ሀገራቱ ሙሌት እና አለቃቀቅን የሚመለከቱ ጉዳዮች ላይ የሃሳብ መቀራረብ አሳይተዋል፡፡ ሁሉም ሀገራቱ በውይይቱ የሚያደርጉት ተሳትፎ በቀናነት እና የትብብር መንፈስ ከተከናወነ የሚኒስትሮች ስብሰባዎቹ ሀገራቱ በራሳቸው መካከል በሚደረግ ውይይት ስምምነት ለመድረስ ያላቸውን እድሎች ያሳየ መሆኑን ኢትዮጵያ ታምናለች፡፡
የውሃ ሚኒስትሮቹ እ.ኤ.አ ጃኑዋሪ 13 ቀን 2020 በዋሽንግተን ዲሲ የሚገናኙ ሲሆን ስብሰባው እስካሁን የተደረጉ የቴክኒክ ምክክርች ሂደት የሚገመገምበት ብቻ ይሆናል፡፡

7ኛው የኢትዮጵያ፣ የግብፅና የሱዳን የውሃ ጉዳይ የሚኒስትሮች ስብሰባ ተጀመረ
በታላቁ የኢትዮጵያ ሕዳሴ ግድብ የውሃ ሙሌትና አለቃቀቅ ጉዳይ ላይ የሚመክረው የመጨረሻው የኢትዮጵያ፣ የሱዳንና የግብፅ የውሃ ጉዳይ ሚኒስትሮች የቴክኒክ ስብሰባ ዛሬ ታህሳስ 29 ቀን 2012 ዓ.ም. በአዲሰ አበባ መካሄድ ተጀምሯል፡፡
የዛሬው ስብሰባ በዋናነት የግድቡ የውኃ ሙሌትና አለቃቀቅን በሚመለከት ውይይት ያደርጋል፡፡
በስብሰባው የመክፈቻ ንግግር ያደረጉት ክቡር የውሃ፣ መስኖ እና ኢነርጂ ሚኒስትር ዶ/ር ስለሺ በቀለ የአባይ ውሃ ለኢትዮጵያ ድህነትን ማጥፊያ እና የህልውና ጉዳይ መሆኑን ጠቅሰዋል፡፡ ክቡር ሚኒስትሩ ስብሰባው በግድቡ ሙሌት እና የውኃ አለቃቅ ዙሪያ ውይይት በማድረግ መግባባት ላይ እንደሚደረስ ተስፋቸውን በመጠቆም ሚኒስትሮቹ በሶስቱ ሀገራት ዘንድ በጉጉት ለሚጠብቁት ህዝቦች መልካም ዜና ለማብሰር ውይይቱን በሰከነና በመግባባት መንፈስ በማካሄድ መቋጨት እንደሚጠበቅባቸው ገልጸዋል፡፡ ለዚሁም መሠረቱ የመሪዎች መግለጫ፣ የወንዙን ውኃ ምክንያታዊ አጠቃቀም እና ጉልህ ጉዳት ባለማድረስ መርህ እንደሆነም ዶ/ር ስለሽ ጠቁመዋል፡፡
የግብጽ እና የሱዳን የውሃ ሚኒስትሮችም በስብሰባው መክፈቻ ንግግር ያደረጉ ሲሆን በትብብር መንፈስ በአጀንዳዎቹ ዙሪያ ውይይት እንደሚደረግና የጋራ መግባባት ላይ እንደሚደረስ ያላቸውን ተስፋ ገልጸዋል፡፡
በስብሰባው የዓለም ባንክ እና የአሜሪካ መንግሥት ተወካዮች በታዛቢነት ተገኝተዋል፡፡
President Sahle-Work Visits Unity Park
Located in the Palace of Menelik ll, Unity Park was inaugurated and opened for visitors last October. President Sahle-work Zewde who then attended the inauguration of the Park was back again after a little more than three months.
During her visit, the President said it is important to understand history in order to understand the present and shape the future.

Ethiopia Launches e-platform
Ethiopia on Saturday launched the Electronic Single Window (eSW) platform, a one-stop service system, to facilitate the import and export trade.
The Project (eSW), which was officially launched by Prime Minister Abiy Ahmed will help improving “Ease of doing Business” in Ethiopia.
“By creating a paperless environment, eliminating multiple physical inspections and repetitive document submissions, the Electronic Single Window Project will reduce clearance time from 44 days to three days,” it was noted.
Moreover, the eSW platform is expected to reduce corruption through curtailing the possibility for corporal interaction.
Ethiopian Embassy Takes Part in an Annual Tourism Fair in Leuven, Belgium

This 5th of January 2020, the Embassy of Ethiopia in Brussels takes part in the HOBO Reizen anual tourism fair which takes place in Leuven, a town located 30 km from Brussels.
Organized by HOBO Reizen, a Belgian tour operator which includes Ethiopia in its tour packages, the one-day event attracted over 3,000 visitors. Among the tourist destinations displayed in the fair, a booth was separately arranged by the organizer to exhibit Ethiopia’s historical, cultural, and natural tourist attractions and provide information and explanations to the visitors.
The Embassy, in addition to providing information (orally, brochures, and video display) for the visitors, also hosted a traditional Ethiopian cultural coffee ceremony which caught the attention of many visitors, who had the occasion to enjoy some freshly-brewed Ethiopian Coffee and learn more about Ethiopia’s tourist destinations.

Joint task force established to tackle FDI challenges

The Ministry of Foreign Affairs said a joint forum led by Ambassador Girma Biru, macroeconomic advisor to Prime Minister Abiy Ahmed, was established with a specific task of tackling challenges of attracting Foreign Direct Investment (FDI) in Ethiopia.
Speaking at the opening of a panel organized by the Minister of Foreign Affairs, Foreign Minister Gedu Andargachew said that although the number of foreign investors willing to invest in Ethiopia has increased as of late, there is a wide gap that needs to be bridged in the proper handling of the inflow and overseeing the proper implementation of the sector.
Ambassador Girma Biru on his part said that it was essential to develop the country’s capacity to tackle implementation problems and highlighted the need to establish an organized forum dedicated to cascade the needs and strategies based on the types of problems investors are facing in the country.
Accordingly, the panel at the Ministry of Foreign Affairs agreed to establish a joint forum comprised of relevant stakeholders and to be led by Ambassador Girma Biru. The forum’s next meeting is scheduled to take place in the first week of February 2020.
The panel was attended by senior government officials, including Ahmed Shide, Finance minister and his deputy Eyob Tekalign; Abebe Abebayehu, commissioner, investment commission; as well as officials from the banking sector, including Yinager Dessie, the governor of National Bank of Ethiopia (NBE), and Teklewold Atnafu, former governor of NBE. In addition Ambassador Girma Biru and other experts from the Ministry of Mines and Energy, Ministry of Water and Irrigation, Ministry of Agriculture and other officials from the sector.
